Andrea Laura has more than 20 years of experience in the tax field, having worked within both, the private and public sectors. She began her career in 2003 at PWC Uruguay where she spent eight years in the Tax & Legal Services Department. She later served as Tax and Accounting Content Manager at Thomson Reuters-La Ley Uruguay. In 2012, she joined the Directorate General of Taxation within the Ministry of Economic and Finance as Tax Advisor to the Directorate-General.

She is an accountant with an MBA and a Master’s degree in International Taxation. She pursued her PhD (cum laude) at the Faculty of Law of the University of Valencia (Spain), where she continues to contributes in the development of academic activities as postdoctoral researcher at the Group for International, Constitutional, and Comparative Studies (ETICCs Group). Since 2017, she has also been an external consultant to the Inter-American Development Bank.

Since 2019, Andrea has been a member of the Board of Directors – currently she serves as its President - of the Uruguayan Tax Studies Institute (IUET), the Uruguayan branch of the International Fiscal Association (IFA). She has also recently taken over as Chair of the IFA LATAM Region.

Andrea is an active author and speaker at national and international academic and professional forums. Her area of expertise is international taxation, and in recent years, her research and teaching activities - including at national and foreign universities - have focused on the tax implications arising from the globalisation and digitalisation of the economy, with a special interest in Latin America and the Caribbean, as well as developing countries more broadly.
